SPEECH ON FILM (TRANSCRIPT)
SEQ. 1: HAN SI HAI: "In our view, the proposal of so called mutual visit offered, of the North and South of Korea, made by Chun Doo Hwan in South Korea, is absolutely unbecoming to such a man as Chun Doo Hwan, who has followed a road of treacheries, stained with the blood of fellow-countrymen over the past half a year. If he truly wants the independent and peaceful reunification, he should not try to keep the U.S. troops as ever and live under their protection, but demand, to begin with, the withdrawal of the U.S. troops from South Korea. This is nothing but a foolish burlesque designed to whitewash his dirty nation's split nation -- his dirty nation's splitting nature and gain public favour with the so-called presential election at hand. All fact shows that no true dialogue can be had with such a man as Chun Doo Hwan. Seeking national division and committing the fascist act of stifling democracy with the backing of the foreign countries (indistinct) and the question of the national reunification cannot be solved with him."

Background: INTRODUCTION: South Korea's offer to open talks with North Korea on reunification, and more generally to set up some form of diplomatic contact, has been rejected totally by Pyongyang government's permanent observer at the United Nations. Speaking at a news conference on Wednesday (21 January), Mr. Han Si Haj described the invitation by South Korea's President Chun Doo Hwan for his northern counterpart, Him II-Sung, to visit Seoul, as "a proposal not worth dealing with".
