    THE VIETNAM PEACE CONFERENCE IN PARIS WAS TOLD TODAY THAT PRESIDENT NIXON HAD PUT INTO EFFECT A PLAN WHICH BRING THE WAR TO AN END REGARDLESS OF WHAT HAPPENED ON THE NEGOTIATING FRONT. THE PEACE TALKS RESUMED TODAY FOR THE FIRST TIME SINCE THE AMERICAN PRESIDENT'S VIETNAM SPEECH ON MONDAY.

    U.S. NEGOTIATOR HENRY CABOT LODGE ALSO EMPHASISED TO THE CONFERENCE THE AMERICAN PLANS FOR A PHASED TURNOVER OF THE FIGHTING TO SOUTH VIETNAMESE FORCES. HE DID NOT EXPLAIN HOW THIS WAS CONNECTED WITH MR. NIXON'S PLAN, BUT AFTER THE FIVE HOUR MEETING HE SAID THAT THE PRESIDENT HAD MADE CLEAR THAT A TREND TOWARDS PEACE HAD BEEN ESTABLISHED.

    HOWEVER, THE VIET CONG REPRESENTATIVES SUGGESTED THAT IN HIS SPEECH, MR. NIXON HAD CONFESSED HE WAS SEEKING A MILITARY SOLUTION TO THE WAR AND NOT A NEGOTIATED PEACEFUL SETTLEMENT.

    BEFORE THE CONFERENCE GOT UNDER WAY, MR. LODGE WAS QUESTIONED BY NEWSMEN ABOUT RUMOURS THAT HE WOULD RESIGN SHORTLY. THE AMERICAN NEGOTIATOR, WHO IS SAID TO BE DISAPPOINTED AT THE LACK OF PROGRESS AT THE TALKS, AVOIDED A DIRECT ANSWER AND SAID HE WOULD CONTINUE WORKING TOWARD A SETTLEMENT AS LONG AS HE WAS IN PARIS.
