    Algerian President Houari Bumedienne addressed the opening of the eleventh Congress of Arab Lawyers on Tuesday (September 1).

    More than one thousand delegates are taking part in the conference which ends on September 6. 14 Arab countries are represented and many others have sent judicial observers.

    Speaking at the Palace of Nations in Algiers where the congress is taking place, the Algerian leader said that the Palestinian problem was comparable with that of white minority-dominated states in Africa and the struggle in Vietnam. He said the Palestinian people had taken firm steps to determine their own future and would no longer count on their "tutors", friends, or those who pretended to be friends.

    President Boumedienne added, "We cannot tolerate in any manner the initiatives which damage the right of other people to live their own lives, and which take no account of those people's heroic struggles."
    The Rogers peace proposals, he said, were dictated because of the growing impact of the Palestinian Liberation movement. The Algerian leader went on to indict the proposals as having nothing to do with peace, and said that was why they had been ladled "defeatist" by the Palestinians themselves, who are the people concerned.

    The President concluded his address by saying that far form being equitable, the proposals were dictated by the power which was supplying Israel with the materials to retain her supremacy in the Arab world.
