    INTRODUCTION Four international agreements designed to conserve energy have been signed in Paris, France. The agreements, involving over four million dollars (nearly two million sterling), are for the research and development of energy-saving ideas.

    SYNOPSIS: They were signed under the auspices of the International Energy Agency, a branch of the Organisation for Economic Co-Operation and Development. The countries taking part were Austria, Britain, Denmark, Ireland, italy, West Germany, Sweden, Holland, Canada and the United States. The latest agreements bring to fourteen the total signed since the creation of the IEA in 1974, covering 19 projects.

    The four agreements include the development of computer techniques to enable architects to calculate and minimise the amounts of energy used to heat and cool buildings. Another project is the development of heat pump systems. These will be more sophisticated types of the simple heat pump used to cool a refrigerator -- which will be used to heat and cool entire buildings. The others cover research into ways of improving the energy efficiency of internal combustion engines, and the re-use of wasted energy like the heat losses in power stations and factories.

    Each agreement has between three and eight participating countries, and the results will be published by IEA. A recent world survey by the OECD estimated that up to 27 per cent of residential and commercial energy used would be saved.
