    Background: A 21-member delegation from the Council of Europe on Friday (8 January) began the first of six days of meetings in Ankara to assess the situation in Turkey under military rule. A report will be drawn up after the meetings. This will be presented to the council's Parliamentary Assembly which is due later this month to discuss the question of whether Turkey can continue as member of the organisation. On Friday, the Council of Europe delegates conferred with the Turkish Head of State General Kenan Evren, the Prime Minister Bulent Ulusu and the Foreign Minister Ilter Turkmen. They'll also be meeting academics, journalists, trade unionists and others associated with the present and previous Turkish administrations.
