    A SIX-DAY CONFERENCE CALLED PROGRESS THROUGH COOPERATION IS BEING HELD IN KAMPALA, UGANDA. DELEGATES FROM 30 COUNTRIES FROM ALL OVER THE WORLD ARE TAKING PART. THE MAIN THEME OF THE CONFERENCE IS TO SEEK PRACTICAL WAYS IN WHICH AFRICAN NATIONS CAN OBTAIN MORE EFFECTIVE RESULTS FROM THEIR OWN RESOURCES AS WELL AS FROM TECHNICAL AND ECONOMIC AID.

FOOD AND AGRICULTURE ORGANISATION; M PAUL-MARC HENRY, FRENCH ASSOCIATE DIRECTOR OF THE BUREAU OF OPERATIONS OF THE U.N.     THE OPENING SESSION YESTERDAY (MONDAY), AT MAKERERE UNIVERSITY COLLEGE, WAS ADDRESSED BY DR. MILTON OBOTE, THE UGANDAN PRIME MINISTER, BY MR Y. LULE, THE PRINCIPAL OF THE UNIVERSITY WHO IS CO-CHAIRMAN OF THE CONFERENCE, AND BY MR HOFFMAN, THE GENERAL CHAIRMAN OF THE CONFERENCE. THE CONFERENCE IS SPONSORED BY A PRIVATE ORGANISATION, THE COUNCIL OF WORLD TENSIONS.

    IN HIS SPEECH, DR. OBOTE SAID MOST AFRICAN STATES WERE WALKING ON A TIGHTROPE BECAUSE OF THE MISTAKEN APPROACH TO THEM BY BOTH EAST AND WEST IN OFFERING AID. THE INTEREST AND DESIRE OF DEVELOPED COUNTRIES TO ASSIST AFRICAN NATIONS WAS SIGNIFICANT AND WELCOME. BUT IT WAS BECOMING INCREASINGLY A SERIOUS SOURCE OF INSTABILITY IN AND BETWEEN AFRICAN NATIONS, HE SAID.
