    Background: THE INDIAN PRIME MINISTER, MRS. GANDHI, YESTERDAY (SATURDAY) TOLD A GATHERING OF INDIA'S CHIEF MINISTERS THAT THE COUNTRY MUST LEARN TO LIVE WITHIN ITS MEANS TO OVERCOME A LOOMING FOOD AND ECONOMIC CRISIS.

    OUTLINING THE EXTENT OF THE CRISIS MRS. GANDHI SAID THAT 10-MILLION TONS IMPORTS PROMISED BY COUNTRIES OF THE AID-TO-INDIA CONSORTIUM, AND INDIA'S OWN PRODUCTION OF 76-MILLION TONS OF FOOD THIS YEAR, WOULD JUST SEE THE COUNTRY THROUGH THE NEXT FEW MONTHS.

    THE PRIME MINISTER TOLD THE STATE MINISTERS THAT THERE WOULD BE RISING PRICES DUE TO THE FOOD SHORTAGE, A FALL IN INDUSTRIAL PRODUCTION AND DEFICIT IN STATE AND CENTRAL GOVERNMENT BUDGETS FOR THE PAST YEAR.

    FOR THE FIRST TIME MANY OF THE MINISTERS ATTENDING THE CONFERENCE REPRESENTED OPPOSITION PARTIES. MRS. GANDHI TOLD THE MEETING THEY WERE NOT MEETING AS A GOVERNMENT AND OPPOSITION, BUT AS PARTNERS WITH A COMMON RESPONSIBILITY -- THE WELFARE OF 500-MILLION PEOPLE. IT WOULD NOT BE AN EASY SITUATION, SHE SAID, AND THERE WOULD BE NO SOFT OPTIONS.

    (OF THE 10-MILLION TONS OF GRAIN PROMISED BY THE AID-TO-INDIA CONSORTIUM, 4.3 MILLION TONS IS ALREADY ON ITS WAY TO INDIA, MAINLY FROM THE UNITED STATES. IT WILL BE DISTRIBUTED BY A PUBLIC DISTRIBUTION NETWORK OPERATED BY THE CENTRAL GOVERNMENT.)
