Background: At the headquarters of the Organisation of American States (OAS) in Washington yesterday (Friday), Israel's Ambassador to the United States, Mr. Itzak Rabin, signed an agreement with OAS Secretary-General Galo Plaza, under which Israel will provide one-third of the finance for a massive rural aid programme for Latin America.
The plan - which calls for a series of agricultural projects to be developed in several economically-depressed areas throughout the Souther Hemisphere - is to be jointly operated by Israel, the OAS and the Inter-American Development Bank.
The plan is not a new to Israel - who has already extended similar aid to underdeveloped areas in Asia and Africa.
