    Nigeria has granted travel rights to Namibian (South West African) citizens and promised increased aid for African nationalist guerrillas throughout the continent. These moves came this week following an appeal from visiting delegates of the U.N. Council for Namibia. Nigeria now becomes the fourth African country to allows such travel and transit rights -- the others are Zambia, Uganda and Ethiopia. South Africans are normally bared from most black African countries, and Namibians - whom they govern - have until now been in much the same position.

    The pledge for increased aid to guerrillas was made by External Affairs Minister Dr Okoi Arikpo, while opening the talks between his Government and the U.N. Council.
