THIS AFTERNOON, HER MAJESTY THE QUEEN INVITED ME TO FORM A GOVERNMENT WHICH I AM NOW IN THE PROCESS OF DOING AND THE FIRST THING THAT I WANT TO SAY TO YOU TONIGHT IS THAT MY COLLEAGUES AND I PLEDGE OURSELVES TO DO EVERYTHING IN OUR POWER TO SERVE OUR COUNTRY AND OUR PEOPLE. THERE'S ONE QUESTION I WANT TO DEAL WITH RIGHT AWAY - THE RESULT OF THE GENERAL ELECTION SHOW THAT THE GOVERNMENT HAVE ONLY A SMALL MAJORITY IN THE HOUSE OF COMMONS. AND I WANT TO MAKE THIS QUITE CLEAR THAT THIS WILL NOT AFFECT OUR ABILITY TO GOVERN. HAVING BEEN CHARGED WITH THE DUTIES OF GOVERNMENT, WE INTEND TO CARRY OUT THOSE DUTIES. THERE ARE SERIOUS AND IMPORTANT PROBLEM TO BE DEALT WITH URGENTLY, BOTH AT HOME AND ABROAD, AND NOTHING COULD BE WORSE THAN ANY FEELING EITHER HERE OR OVERSEAS THAT BECAUSE OF THE PARLIAMENTARY BALANCE OF FORCES IT WILL NOT BE ABLE TO ACT, AND WHEN THE NEED ARISES, TO BE ABLE TO ACT DECISIVELY. WE FACE IMMEDIATE DIFFICULTIES IN THE ECONOMIC SPHERE AND THOSE OF MY COLLEAGUES WHO WILL BE CONCERNED WITH THESE QUESTIONS, AND I, WILL BE MEETING URGENTLY TO REVIEW THE SITUATION.

QUESTION: "SIR ALEC, WHAT ARE YOU FEELINGS NOW?"

SIR ALEC: "WELL, I'M NATURALLY DISAPPOINTED AT NOT HAVING WON. BUT WE FOUGHT A VERY HARD FIGHT AND THE CHOICE OF THE ELECTORS WAS THE LABOUR ONE SO I HAVE NO COMPLAINTS TO MAKE. THIS HAS BEEN A FAIRLY FOUGHT ELECTION.

QUESTION: "DID YOU EXPECT TO WIN?"

SIR ALEC: "I THOUGHT WE HAD A VERY GOOD CHANCE INDEED, BUT AS I SAY...A LEADER OF A PARTY IN THE MIDDLE OF AN ELECTION FIGHT MUST FEEL HE'S GOING TO WIN AND ON THE WHOLE I THOUGHT WE HAD A GOOD CHANCE OF PULLING IT OFF.

QUESTION: "IN THE LIGHT OF YOUR EXPERIENCES IN THE LAST FEW WEEKS, SIR ALEC, WOULD YOU HAVE CONDUCTED THE CAMPAIGN DIFFERENTLY IF YOU WERE TO START OVER AGAIN NOW?"

SIR ALEC: "I DON'T THINK I WOULD. I CAN'T SEE ANYTHING I WOULD HAVE DONE DIFFERENTLY. I THINK IT WAS RIGHT TO GO OUT INTO THE COUNTRY, ALL OVER THE COUNTRY AS FAR AS I COULD, AND NOT STAY IN LONDON.

QUESTION: "DO YOU REJECT ANY CRITICISM OF YOUR NOT STAYING IN LONDON?"

SIR ALEC: "YES, I WAS HERE THREE OF FOUR TIMES. IT SEEMED TO BE ENOUGH.

QUESTION: "SIR ALEC YOU CONCENTRATED VERY HEAVILY ON THE ISSUES: PROSPERITY AND THE NUCLEAR DETERRENT. WOULD YOU WITH HIND-SIGHT HAVE CONCENTRATED ON OTHER ISSUES INSTEAD OF THOSE?".

SIR ALEC: "I DON'T THINK SO. I THINK THOSE WERE THE TWO MAIN ISSUES. I WON'T REPEAT THEM BECAUSE I'VE SAID THEM SO OFTEN IN THE LAST FORTNIGHT OR THREE WEEKS, BUT I STILL THINK THAT THOSE WERE THE TWO GREAT ISSUES TO THIS COUNTRY, AND IT REMAINS TO BE SEEN WHETHER WE CAN, UNDER A SOCIALIST GOVERNMENT, KEEP OUR PROSPERITY RISING YEAR BY YEAR AND ALSO I'M QUITE CONVINCED THAT THE PEOPLE WILL UNDERSTAND MORE AND MORE THE IMPORTANCE OF THE NUCLEAR DETERRENT."

QUESTION: "SIR ALEC WE HEARD, JUST A VERY FEW MINUTES AGO, THAT CHINA HAS NOW EXPLODED AN ATOMIC BOMB. DO YOU THINK HAD THEY DONE THIS A FEW DAYS AGO IT WOULD HAVE AFFECTED...?"

SIR ALEC: "IT WOULD HAVE MADE SOME DIFFERENCE. WELL WE EXPECTED THIS OF COURSE, AND I THINK WE'VE MADE PUBLIC THAT WE EXPECTED THIS AND MR RUSK HAS TALKED ABOUT IT TOO. BUT I THINK THE EFFECT OF THE ACTUAL EXPLOSION OF THE BOMB WOULD HAVE MADE PEOPLE THINK A BIT MORE ABOUT THE DETERRENT THAN THEY DID."
