    THE PANAMANIAN CARGO SHIP RIGEL WAS BROUGHT INTO LAGOS HARBOUR UNDER ESCORT YESTERDAY (5 JULY 1967) AFTER BEING HIT BY A SHELL FROM A NIGERIAN NAVY VESSEL OFF THE COAST OF BIAFRA, NIGERIA'S BREAKAWAY REGION.

    THE RIGEL IS UNDERSTOOD TO HAVE BEEN INTERCEPTED BY WARSHIPS BLOCKADING THE REBEL STATE. SHE IGNORED A REQUEST TO HAVE TO, AND TWO SHOTS WERE FIRED ACROSS HER BOWS. THEN THE NAVAL VESSEL FIRED UPON HER, CAUSING SOME HULL DAMAGE.

    A NIGERIAN NAVAL CREW WAS PUT ABOARD WHEN THE RIGEL STOPPED.

    A WARNING HAS BEEN ISSUED BY MAJOR GENERAL YAKUBU GOWON, THE FEDERAL MILITARY LEADER, THAT ALL SHIPS EXCEPT TANKERS MUST KEEP OUT OF A 12-MILE BELT ALONG THE EASTERN NIGERIAN COAST. BEFORE TANKERS ARE ALLOWED THROUGH THEY ARE SEARCHED.

    AN ANNOUNCEMENT FROM THE NAVY SAID THE RIGEL WAS NOT CARRYING ANY CARGO WHEN ARRESTED.

    CAPTAIN ALFREDO LATOSA, THE SHIP'S MASTER, SAID HE HAD NOT KNOWN HE WAS IN NIGERIAN TERRITORIAL WATERS WHEN THE SHELLING OCCURRED. THE RIGEL CARRIES A CREW OF 24. LAST NIGHT SHE WAS BEING DETAINED IN LAGOS HARBOUR WITH A 3 FT (1 METRE) HOLE IN HER BOWS ABOVE THE WATERLINE.

    BUT FOR THE ITALIAN CAPTAIN THE ARREST ENDED AMICABLY. ONE OF HIS CALLERS IN PORT WAS COMMODORE J.E.A. WEY, THE HEAD OF THE NIGERIAN NAVY. IT WAS AN OFFICIAL VISIT BUT IT ENDED WITH BOTH MEN DRINKING A TOAST TO THE NIGERIAN NAVY.
