    AT A MAY DAY RALLY IN HYDE PARK, LONDON TODAY (SUNDAY), BRITAIN'S LABOUR OPPOSITION LEADER, MR HAROLD WILSON, SAID THE UNITED NATION'S AUTHORITY IN CYPRUS WAS BEING FLOUTED.

    THE RALLY, ATTENDED BY ABOUT THREE THOUSAND PEOPLE WAS PRECEDED BY A MARCH THROUGH THE CENTRE OF LONDON FROM THE THAMES EMBANKMENT. THE MARCHER CARRIED VARIOUS POSTERS SUPPORTING NUCLEAR DISARMAMENT MOVEMENTS AND OTHER POLITICAL ORGANIZATIONS.

    SPEAKING ON THE SITUATION IN CYPRUS, MR WILSON SAID THAT UNITED NATIONS TROOPS, INCLUDING THE BRITISH CONTINGENT WERE IN A VULNERABLE, DANGEROUS AND SOMETIMES HUMILIATING POSITION. THEY WERE RELUCTANT AND PASSIVE SPECTATORS IN A CIVIL WAS THAT WAS GETTING PERILOUSLY NEAR GENOCIDE. THE OPPOSITION LEADER SUGGESTED BRITAIN MAKE THREE PROPOSALS TO THE UNITED NATIONS.

    FIRST, HE SAID, BRITAIN AND OTHER U.N. CONTINGENTS SHOULD PUT THE HEAVIEST TANKS AVAILABLE ON TO THE ISLAND. THEN AFTER A BRIEF PERIOD OF WARNING, THEY SHOULD ADVANCE AND DISMANTLE ALL STRONG POINTS, ROAD BLOCKS AND GUNS EMPLACEMENTS. SECONDLY, MR WILSON SAID BRITAIN SHOULD INSIST ON THE DE-MILITARISATION OF IRREGULAR FORCES. FINALLY, HE SAID BRITAIN'S PROPORTION OF TROOPS IN THE UNITED NATIONS FORCE IN CYPRUS SHOULD BE REDUCED.

    SPEAKING ON SOUTH AFRICA, MR WILSON SAID HE WAS OPPOSED TO SANCTIONS BEING IMPOSED ON SOUTH AFRICA IN ORDER TO TRY TO MAKE THE GOVERNMENT CHANGE ITS POLICY OF APARTHEID.

    THE GENERAL SECRETARY OF THE BRITISH COMMUNIST PARTY, MR JOHN GOLEAN COUNTERED MR WILSON'S REMARKS BY SAYING: "STOP OIL, PETROL AND RUBBER AND SOUTH AFRICAN PLANES WOULDN'T FLY, ARMOURED CARS WOULD GRIND TO A HALT AND THE ECONOMY WOULD BE DISLOCATED TO SUCH AN EXTENT THAT THE SOUTH AFRICAN PREMIER WOULD BE COMPELLED TO HEED WORLD OPINION."
