AID WILL ALSO GO TO DROUGHT-STRICKEN INDIA. SOUTH AFRICA WILL GET NO COMMONWEALTH AID, BUT SOME OF HER MOST FERTILE GRAZING LAND HAS BEEN RUINED BY THE DROUGHT, WHICH HAS LASTED FOR MORE THAN FIVE YEARS. FARMERS THERE ARE FACING RUIN, AND ARE HAVING TO AUCTION WHAT REMAINS OF THEIR HERDS AT POOR PRICES.

    THE COMMONWEALTH AID INITIATIVE WILL HELP THOUSANDS OF PEOPLE FACING STARVATION IN SOUTHERN AFRICA. BUT FOR THE FARMERS OF THE NORTH WESTERN TRANSVAAL IN SOUTH AFRICA, WHICH IS NOT A MEMBER OF THE COMMONWEALTH, RUIN IS ALREADY A FACT.

    AT DWAALBOOM, A SMALL TRANSVAAL FARMING CENTRE, TEMPERATURES ARE UP TO 95 DEGREES FAHRENHEIT IN THE SHADE. CATTLE LIE DAILY WEAKENING ON BAKED EARTH. ALL GRAZING HAS SHRIVELLED AN DISAPPEARED. GOVERNMENT SUBSIDIES HAVE HELPED THE DISTRIBUTION OF FODDER, BUT SUPPLE FROM MORE FORTUNATE ]PARTS OF SOUTH AFRICA ARE RUNNING OUT.

    NOW THE FARMERS ARE AUCTIONING WHAT CATTLE THEY HAVE LEFT. THE ANIMALS ARE BADLY WEAKENED AND FETCH POOR PRICES, AND FOR MANY OF THEM THE JOURNEY BY RAIL TO BETTER LAND WILL PROVE FATAL.
