    Background: The ninth session of the Ministerial Council of the Central Treaty Organisation (CENTO) was opened in the new Turkish Grand National Assembly Building - in Ankara - April 27. CENTO is the amended Baghdad Pact ... without Baghdad.

    Deliberations were inaugurated by a message from General Gursel, the Turkish Head of State and Prime Minister, which was read by the Deputy Prime Minister. Sickness prevented General Gursel from being present.

    A fifth country is represented at the Ministerial Council - the United States. Although not a signatory, the US is closely associated with CENTO and has bilateral defence treaties with the reginal members. CENTO members undertake to co-operate for "security and defence". However, many of the most promising developments sponsored by the Organisation are in the fields of technical and economic development.

    Heading the delegations - Hossein Ghods Nakhai (Iran Minister for Foreign Affairs), Manzur Qadir (Pakistan Minister for External Affairs), Salim Sarper (Turkish Minister for Foreign Affairs), Lord Home (British Foreign Secretary) and Dean Rusk (United States Secretary of State.)
