    267 Indian workers, temporarily housed in emigrant quarters in Genoa, Italy, were still waiting for Italian and French transit- visas, November 2, after disembarking the previous Thursday from the liner 'Roma', on their way from Cochin in Kerala, India, to the United Kingdom.

    The French authorities later stated they would not grant them transit. Their decision is believed to be based on reports of a passport racket recently revealed in Britain.

    More than 50 immigrants, detained in Britain after arriving from India with illegal passports, were flown to Bombay from Southend airport, U.K., November 3. It is understood they will be taken from Bombay to Delhi for investigation.

    Indian authorities are intensifying scrutiny of passports of intending emigrants, and their measures have been so effective that of some 50 persons intending travelling from Cochin to the United Kingdom, November 1, 40 turned away rather than submit their travel documents to inspection.

    Stringency of passport procedures in India - since 1953 excluding illiterates from emigration, as a matter of principle - has apparently bred a lively trade in forged documents. Officials in Delhi believe these faked papers - provided by some travel agents in conjunction with liner tickets, for sums up to GBP500 - are not altogether fabricated, but are genuine Indian passports adapted for a new user. Returned travellers, having no further use for passports, are believed to sell them to forgers who change photographs, alter names and extend the passports' validity.
