TRANSCRIPT: SEQ. 2: BRITISH AMBASSADOR, IVOR RICHARDS: "Mr. President, this is bound to be a difficult debate. It involves questions which affect us all. On the one hand, there's the principle of territorial integrity; on the other hand there's the equally valid consideration that states exist for the protection of their people -- and they have the right; perhaps the duty, to exercise the right. In judging the events at Entebbe, these two principles have to be reconciled. They can only be reconciled by an approach along the lines of the resolution tabled by the United States of America and ourselves."



MAURITIAN FOREIGN MINISTER, SIR HAROLD WALTERS: "Mr. President, I am a son of Africa, and as I am an African, I feel, with concern, this violation of territorial integrity. What guarantee there for the small independent nation? Have we got to live under an umbrella of fear?"



SEQ. 4: SOMALI AMBASSADOR, MR. HUSSEN: "The Somali Democratic Republic find it very hard to believe Israel did not get a helping hand form its customary supporters in conducting this sordid affair, as has been the case in all her past military adventures. We feel strongly that the conspiracy is larger than has been admitted to; that the truth will come out in time and that whoever had a finger in this shameful act will ultimately be uncovered."



SEQ. 5: WEST GERMAN AMBASSADOR, RUDIGER VON WECHMAR: "The community of nations has failed so far to create effective instruments to combat terrorism and in particular the taking of hostages. This has rightly been pointed out earlier by several distinguished speakers in this Council. The United Nations should now address itself to this task -- and without delay."

Background: The United Nations Security Council has been debating the Israeli raid on Uganda's Entebbe Airport, in which a hundred hostages from a hijacked airliner were rescued and flown to freedom. Britain and the United States put forward a joint proposal that all nations condemn and punish aerial hijacking. Tanzania countered with another proposal -- sponsored by several African countries -- that Israel be condemned for the raid a week earlier (4 July) in which the hostages were forcibly snatched from the clutches of the hijackers.

SYNOPSIS: The 15-nation security Council heard arguments in favour of both proposals -- roughly divided among the western world and the so-called third world including Africa and the Middle East. Among the speakers were the Ambassadors of Britain, Mauritius, Somalia and West Germany.
