    IN SALISBURY, SOUTHERN RHODESIA, THE EARLY RECALL OF THE FEDERAL PARLIAMENT YESTERDAY (WEDNESDAY). IT WAS A MEETING IN WHICH MEMBERS WERE TO HEAR A BITTER, STINGING SPEECH DIRECTED AGAINST THE BRITISH GOVERNMENT BY SIR ROY WELENSKY, THE FEDERAL PRIME MINISTER. HE WAS ATTACKING THE BRITISH GOVERNMENT'S DECISION, ANNOUNCED IN THE BRITISH PARLIAMENT BY MR R.A. BUTLER, THE MINISTER FOR CENTRAL AFRICAN AFFAIRS, TO LET NYASALAND WITHDRAW, IN PRINCIPLE, FROM FEDERATION WITH NORTHERN AND SOUTHERN RHODESIA.

    SIR ROY ACCUSED THE BRITISH GOVERNMENT OF TREACHERY, DUPLICITY, RECKLESSNESS AND DISHONOUR. FOLLOWING THE DEBATE IN SALISBURY, LORD ALPORT, THE BRITISH HIGH COMMISSIONER, REJECTED AT A PRESS CONFERENCE SIRE ROY'S DESCRIPTIONS OF THE DECISION AS AN "ACT OF TREACHERY".

    AND TODAY LORD ALPORT HELD ANOTHER HASTILY-SUMMONED PRESS CONFERENCE TO REPLY TO ANOTHER STATEMENT BY SIR ROY DURING THE SECOND DAY OF THE FEDERAL PARLIAMENT. SIR ROY HAD SAID THERE HAD BEEN A BUILD-UP OF BRITISH FORCES IN KENYA TO BE USED AGAINST THE FEDERATION IN FEBRUARY, 1961. LORD ALPORT TOLD REPORTERS "AS A MINISTER IN THE BRITISH GOVERNMENT AT THAT TIME AND SUBSEQUENTLY AS BRITISH HIGH COMMISSIONER IN THE FEDERATION, I CAN DENY THE ALLEGATION FROM MY OWN PERSONAL KNOWLEDGE - ABSOLUTELY AND CATEGORICALLY."
