Background: Secretary Dulles is making a brief stopover today in honolulu on his way home from the SEATO conference in Manila.
The secretary of state's first stop on the way HOME WAS Formosa where he conferred with Chiang Kai-shek. A military honour guard greeted the Dulles' party and the 70 year old secretary marched at a brisk pace as he reviewed the troops. Formosa is NOT a member of the South-East Asia Treaty Organization. It is one of the divided Asian countries --the others are Korea and Viet-nam --which are considered primary security threats in that area. Through an interpreter, Dulles told Generalissimo Chiang that the United States pledges its continuing support to his government. Some observers point out that because many non-communist Asian governments are inefficient and graft-ridden, anti-red propaganda is not as effective as the communist product.
