Background: Demonstrators attempted to march on the Diet Building in Tokyo November 5 to protest against Government proposals aimed at increasing the powers of the police.

Outside the Diet Building, speakers urged the demonstrators to support a public campaign against the forthcoming Bill.

Among them were Communist speakers and members of the Diet's Lower House.

The Bill would revise the present Police Duties Enforcement Law set up by the American Occupation Administration after World War Two.

Opponents fear revision will mean a return to the tough methods of the dreaded secret police of pre-war days and in wartime.

Observers believed large-scale protests against the proposals would erupt with possible violence and strikes supported by Communist-backed unions.
