    DELHI WAS CALMER YESTERDAY (TUESDAY) AFTER VIOLENCE HAD FLARED THROUGH THE CAPITAL ON THE DAY BEFORE WHEN SIKH WARRIORS FOUGHT WITH HINDUS IN THE OLD CITY, OVER THE FUTURE OF THE PUNJAB STATE. THE HINDUS ARE PROTESTING AGAINST A PROPOSAL TO GIVE THE SIKH COMMUNITY A PUNJABI-SPEAKING STATE OF THEIR OWN. AT LEAST SEVEN PEOPLE HAVE BEEN KILLED SO FAR IN THE RIOTING WHICH HAS SPREAD FROM THE PUNJAB IN THE NORTH AS FAR SOUTH AS THE OLD CITY OF DELHI. HUNDREDS HAVE BEEN INJURED AND BUSES AND SHOPS BURNED. YESTERDAY, AN EXTREME HINDU LEADER, SWAMI SATYA NAND, ANNOUNCED HE WOULD FAST UNTO DEATH AS A PROTEST AGAINST THE RULING CONGRESS PARTY'S RESOLUTION ACCEPTING FORMATION OF SIKH STATE.

    IN A STATEMENT TO THE PRESS SWAMI SATYA NAND DECLARED THAT IT WAS HIS BELIER THAT HINDUS AND SIKHS OF THE PUNJAB HAD THE SAME BLOOD AND CULTURE, BUT THAT THE GOVERNMENT WAS SEPARATING THEM BY THEIR "INDEFINITE AND WEAK" POLICY. HE SAID THAT HE WAS TOTALLY AGAINST THE GOVERNMENT'S "APPEASEMENT" POLICY.

    HINDU NATIONALISTS ARE BITTERLY OPPOSING THE GOVERNMENT'S PROPOSAL TO GIVE THE POWERFUL SIKH COMMUNITY A PUNJABI-SPEAKING STATE OF THEIR OWN. THERE ARE FEARS OF MORE RIOTING AND THE GOVERNMENT IS TAKING PRECAUTIONARY MEASURES. ON MONDAY MASTER TARA SINGH, A SIKH EXTREMIST LEADER, WAS ARRESTED IN THE HOLY CITY OF AMRITSAR.
