IN ITS THREE-DAY DELIBERATIONS, THE MINISTERIAL COUNCIL WILL REVIEW THE GLOBAL SITUATION, DISCUSS MILITARY ISSUES, CIVIL EMERGENCY PLANNING AND COOPERATION IN RESEARCH AND DEVELOPMENT.

    INTERNATIONAL TOPICS THE MINISTERS WILL CONSIDER INSIDER INCLUDE THE CUBAN CRISIS, THE C,D,]D-INDIAN BORDER DISPUTE, AND THE IDEOLOGICAL SPLIT BETWEEN RUSSIA AND CHINA.

    MR. DEAN RUSK, U.S. SECRETARY OF STATE, REPORTEDLY TOLD THE MINISTERIAL COUNCIL THE NUCLEAR TEST BAN PROBLEM WAS STILL THE AREA MOST WORTHY OF EXPLORATION IN EAST-WEST NEGOTIATIONS. THE WEST, HE SAID, WOULD CONTINUE TO KEEP PRESSING FOR AN AGREEMENT ON THE ABOLITION OF TEST. ANY AGREEMENT ON PREVENTING THE SPREAD OF NUCLEAR WEAPONS WOULD HAVE TO INCLUDE CHINA.

    OTHER SPEAKERS DURING THE SESSION INCLUDED SIGNOR ATTILIO PICCIONI, ITALIAN FOREIGN MINISTER, WHO CALLED FOR SERIOUS AND REASONABLE NEGOTIATIONS WITH RUSSIA PROVIDED THERE WAS PROOF OF GOOD WILL ON THE OTHER SIDE. HE ALSO URGED MORE FREQUENT MINISTERIAL SESSIONS OF NATO.

    HERR GERHARD SCHROEDER, WEST GERMAN FOREIGN MINISTER, SAID THAT IT WAS CLEAR FROM THE CUBAN CRISIS THAT RUSSIA WOULD NOT RISK NUCLEAR CONFLICT FOR A LIMITED OBJECTIVE. THE SOVIET POSITION IN BERLIN HAD NOT CHANGED SINCE THE CUBAN ISSUE.

    IT WAS UP TO RUSSIA HE ADDED, TO MAKE SUGGESTIONS THAT WOULD RESPECT THE INTERESTS OF THE WEST, AND IN PARTICULAR THEY WOULD HAVE TO ABANDON THEIR REQUEST FOR THE WITHDRAWAL OF WESTERN TROOPS FROM THE DIVIDED CITY.
