    Background: The United States Secretary of State, Mr. Cyrus Vance, arrived in Jordan on Wednesday (20 September) the first his middle East mission. He's been sent by President Carter to gain the support key Arab leaders for the Camp David agreement. Even before Mr. Vance left Washington, the Jordanian cabinet had publicly disowned the agreement, saying Jordan was not legally or morally bound by any decisions, because it had not been involved in the discussions. The Jordanian Ambassador to the United Nations, Mr Hazem Nuseibeh, put his country's view at a news conference before the General Assembly opened its 33rd regular session on Tuesday (19 September).

    SYNOPSIS: Jordan has taken the highest number of Palestinian refugees...and their future is a vital factor, the Ambassador explained.

    Mr. Vance flew into Amman to be briefed on the Jordanian attitude by King Hussein.

    At the same time, he was to urge the King to throw his weight behind the accord.

    King Hussein had already received a telephone call from President Carter, stressing the need for Jordan's support, particularly on the future of the West Bank.

    The official American view is that Jordan in spite of its initial statement, is keeping its options open. It is not expected that King Hussein will decide for some weeks whether to support the peace process, possibly not until no visit Washington next month. After his talks in Amman, Mr Vance goes on to Saudi Arabia.
