    THIS WAS THE FIRST MEETING AT MINISTERIAL LEVEL SINCE PRESIDENT DE GAULLE CLAMPED DOWN AN ARMS EMBARGO TO THE MIDDLE EAST DURING LAST YEAR'S SIX-DAY WAR.

    MR. EBAN, WHO ARRIVED IN PARIS ON WEDNESDAY NIGHT (25 SEPTEMBER) ON HIS WAY TO NEW YORK FOR THE U.N. GENERAL ASSEMBLY, EMPHASISED BEFORE LEAVING HOME THE "SIGNIFICANCE OF THE FACT THAT FRANCE AND ISRAEL DECIDED TO RENEW CONTACTS ON MINISTERIAL LEVEL".

    MR. EBAN WAS EXPECTED TO DISCUSS WITH M. DEBRE ISRAEL'S "COMPREHENSIVE PLAN FOR LASTING PEACE" IN THE MIDDLE EAST, AND THE QUESTION OF 50 FRENCH-BUILT MIRAGE FIGHTERS BOUGHT BY ISRAEL BUT NOT DELIVERED BECAUSE OF THE FRENCH EMBARGO ON ARMS SUPPLIES.

    TALKING TO REPORTERS AFTER THE MEETING MR. EBAN REJECTED A REPORTED NEW SOVIET PLAN FOR AN ARAB-ISRAELI PEACE SETTLEMENT SAYING THERE WAS "NOTHING NEW" ABOUT IT. THE PLAN WAS REPORTED TO HAVE BEEN COMMUNICATED TO THE UNITED STATES TWO WEEKS AGO.
