    At a ceremony held in the former National Assembly Hall in Seoul June 6, South Korea's ruling military junta promulgated a new constitution giving it sweeping powers over legislation, the Budget, military appointments and the Cabinet.

    Members of the 32-man Supreme Council, and of the Cabinet, listened as Major-General Shim proclaimed the new constitution which limited the number of posts that could be held by members of the junta, and prepared the way for civilian participation. in the Cabinet.

    After the proclamation, General Do Yung Chang resigned as Defence Minister, Army Chief of Staff, and Martial Law Commander.

    He remains chairman of the Supreme Council of National Reconstruction and head of the Cabinet. General Chong Oh Kim, chairman of the Joint Chiefs of Staff, was named Army Chief of Staff and Martial Law Commander. The Deputy Defence Minister, Ung Kyun Shin, because acting Defence Minister.
