    THE 45-YEAR-OLD VICTOR OF LAST MONTH'S PRESIDENTIAL ELECTION WAS ADDRESSING THE OPENING SESSION OF THE 60-SEAT SENATE, THE MEMBERS FOR WHICH WERE ELECTED ON THE SAME DAY AS THE PRESIDENTIAL VOTE.

    GENERAL THIEU, WHO IS DUE TO BE INAUGURATED AS PRESIDENT AT HE END OF THIS MONTH, ALSO PROMISED REFORMS DESIGNED TO END CORRUPTION IN THE ARMY AND GOVERNMENT ADMINISTRATION.
