    Madame Nguyen This Binh, the chief Viet Cong negotiator at the Paris Peace talks, today(Thursday) condemned United States air strikes against target in North Vietnam. She also claimed to have information that troops of the United States First Air Cavalry Division had been engaged alongside South Vietnamese forces in the defence of Hus. American sources have denied any ground troops are involved.

    She claimed widespread victory for the "popular liberation forces" fighting in South Vietnam. But she repeatedly avoided answering questions on whether North Vietnamese forces were taking part in the current offensive.

    Madame Binh called her press conference on Thursday, the day the weekly peace talks should have been in session. The talks have been suspended since United States delegates announced that they would not take part until the Communist side was "ready to negotiate seriously".

    SYNOPSES: Paris, Thursday, and on the day the Vietnam peace talks would have been half if they hadn't been suspended, the chief Viet-Cong negotiator, Madame Nguyen Thi Binh, called a press conference to give her delegation's view of the current upsurge of fighting in South Vietnam.

    Speaking in Vietnamese through an interpreter, Madame Binh strongly condemned the resumption by the United States of air strikes against targets in North Vietnam, announced earlier in the day. She also claimed that American ground troops had been thrown into the current battle - this has been strenuously denied by United States source. Madame Binh said she had information that several companies of the United States First Air Cavalry Division had been fighting alongside South Vietnamese troops in the defence of Hue city.

    Madame Binh claimed widespread victories for what she called "popular liberation forces" in the Quang Tri and Thua Thien regions of South Vietnam - the areas around Dong He and Hue. But she repeatedly sidestepped questions on whether North Vietnamese troops were directly involved in the current Communist offensive in the South. All the units engaged in the offensive, she said, came under the command of the Provisional Revolutionary Government of South Vietnam - the WP Cong. Of Hanoi's part in the offensive, she said the combatants were supported in a devoted fashion by their compatriots in the North.

    Speaking of the American role in the current conflict, Madame Binh said President Nixon had ordered air and sea attacks against North Vietnam - the United States should instead have taken the initiative in resuming the peace talks, she said. The U.S. delegation recently said it would not return to the talks until the Communist side showed a desire for serious negotiations.
