    At Lod, Israel, Monday's (23 July) proceedings in the trial of 10 Arabs captured by Israeli commandoes in the Lebanon opened with the court reiterating its right to try the men.

    The case, believed to be the first of its kind, has been brought under the Israel military code which has been amended to give jurisdiction over persons who are a threat to the security of the state, even if they operate outside its borders.

    The accused, all aged between 20 and 27, are charged with being members of organisations such as Al Fatah and the Popular Democratic Front. Some are alleged to have undergone sabotage training in The People's Republic of China.

    A defence submission is that the court has no jurisdiction to try people brought to Israel by force.

    Defence layers pointed out that the accused had committed no offence in Israel, did not live there and were captured beyond its border and brought in by force.

    Defence counsel said the charges would not be recognised by international law though the Prosecution pointed out that Nazi Adolf Eichmann had been brought to Israel by force and tried.
