Background: The outgoing Lebanese Prime Minister Dr. Amin Al-Hafez had discussions with President Suleiman Franjieh in Beirut on Sunday (May 13).
Afterwards Dr. Hafez told newsmen he had briefed Mr. Franjieh on contacts he had had with all parties concerned, to improve the situation in Lebanon and restore an atmosphere of confidence. He said he met the President in a personal capacity.
The meetings were part of intensive efforts to reach a settlement of the Lebanese guerrilla crisis.
No incidents were reported in Lebanon on Monday but steel helmeted soldiers still manned checkpoints during the night.
On Monday (May 14) a special meeting of the Lebanese Parliament called to debate the week long state of emergency was abandoned because too few members turned up.
Many leading deputies had been saying that the debate would be unconstitutional because the Government of Dr. Amin Al-Hafez resigned a few hours after declaring the state of emergency.
