    THE CABINET HAD A FINAL BRIEFING THIS MORNING ON THE GOVERNMENT'S REMEDY FOR THE ECONOMIC CRISIS. IN BRIEF, WHAT IT AMOUNTED TO WAS A GBP500-MILLION SQUEEZE ON SPENDING AT HOME AND ABROAD.     GOVERNMENT SPENDING OVERSEAS, BOTH MILITARY AND CIVIL, IS TO BE REDUCED BY AT LEAST GBP100-MILLION. ONE WAY IT HOPES TO DO THIS IS BY GETTING WEST GERMANY TO MEET ALL THE FOREIGN CURRENCY COSTS OF STATIONING THE 60,000 BRITISH SERVICEMEN ALONG THE RHINE. AT THE MOMENT THE BONN GOVERNMENT HELPS INDIRECTLY BY PLACING ARMS ORDERS WITH BRITISH FIRMS, SPEAKING OF THE MEASURES AS A WHOLE, MR.
