    THE SEVEN-NATION WESTERN EUROPEAN UNION AND THE 18-NATION COUNCIL OF EUROPE MINISTERIAL COUNCIL OPENED TALKS IN PARIS TODAY (MONDAY). THE UNION'S TALKS WILL CONTINUE FOR FOUR DAYS AND THE COUNCIL'S FOR TWO.

    THE WESTERN EUROPEAN UNION DELEGATES FROM BRITAIN AND THE SEVEN COMMON MARKET COUNTRIES - FRANCE, WEST GERMANY, ITALY, BELGIUM, LUXEMBURG, AND HOLLAND - AGREED TO RECOMMEND THAT WEST GERMANY SHOULD BE ALLOWED TO JOIN IN THE COLLECTIVE DEVELOPMENT OF A NUCLEAR SUBMARINE FORCE UNDER NATO COMMAND.

    THE DELEGATES, ALL PARLIAMENTARIANS, AGREED THAT CHANGES WOULD HAVE TO BE MADE IN EXISTING TREATIES LIMITING WEST GERMANY'S MILITARY DEVELOPMENT. HOWEVER, MOST OF THE FRENCH DELEGATES WERE ABSENT DURING THE VOTING, AND SEVERAL ARE REPORTED TO HAVE TOLD NEWSMEN LATER THAT THEY WERE AGAINST THE IDEA BECAUSE IT DEPENDED ON THE CO-OPERATION OF THE UNITED STATES.

    DELEGATES TO THE COUNCIL OF EUROPE MINISTERIAL COUNCIL DISCUSSED DEVELOPMENTS IN EAST-WEST RELATIONS. IT'S REPORTED THAT 14 OF THE 18 MINISTERS OR SECRETARIES OF STATE REVIEWED THE SITUATION, REPORTING ON THE RELATIONS BETWEEN THEIR GOVERNMENTS AND THE SOVIET UNION AND OTHER EAST EUROPEAN COUNTRIES. IT'S SAID THAT, IN GENERAL, MOST NOTED AN IMPROVEMENT IN RELATIONS.

    TOMORROW, DUTCH AND SWEDISH MINISTERS ARE TO REPORT ON PROBLEMS BETWEEN THE COMMON MARKET AND THE EUROPEAN FREE TRADE ASSOCIATION.
