    The first paramilitary farm settlement built in Israel's occupied territories since Menachem Begin became Prime Minister has been completed. The settlement, Nahal Ryhan, is near Arraba and less than two kilometres (.90 miles) from the Israel-Jordan military border established in 1967. The Commander of the Israeli Central Command, General Moshe Levi, attended the official opening ceremony on Sunday (11 September).

    SYNOPSIS: Since the 1967 war, more than 60 settlements of this type have been established. They're on the West Bank of the Jordan, in the Golan Heights and the Rafan area that straddles the old frontier between Egypt and post-World War One Palestine. All except one were set up as a defensive screen against what the previous Israeli Labour government wanted to be the country's futuro borders.

    The villages are usually established in areas unoccupied by Arabs. They are placed according to the Allon Plan, named after former Foreign Minister Yigal Allon, who drew it up within days of the end of the 1967 war.

    General Levi inspects the troops at the Nahal Ryhan opening ceremony. The original scheme is now being extended on the west bank under something called the Sharon Plan. This one is named after Israel's Agriculture Minister Ariel Sharon, who is in charge of Jewish settlement in occupied Arab territories.

    The original plan was never formally submitted because the coalition government of ten years ago refused to accept it. Mr. Begin, then Minister without Portfolio, thought it gave too much land back to the Arabs. Almost all of the border settlements began as semi-military farm outposts, with foundations laid by an army formation named the Nahal.

    Firstly the men and women soldiers of this force complete of this force complete basic training and then settle a site to do combined military and farm duties. Their fruit and vegetable produce have been air-freighted to Europe, earning millions of dollars.
