    HERBERT HOOVER, 89-YEAR-OLD FORMER AMERICAN PRESIDENT, YESTERDAY (TUESDAY) SUFFERED A SERIOUS SETBACK IN HIS HEALTH. A MEDICAL BULLETIN, REPORTING HIS CONDITION AS "FAIRLY SATISFACTORY", DESCRIBED THE ILLNESS AS AN OLD KIDNEY AILMENT COMPLICATED BY A RESPIRATORY INFECTION. (WEAKENED LAST JUNE BY ANAEMIA FROM INTESTINAL BLEEDING, HE HAD ALREADY, IN 1962, UNDERGONE SURGERY FOR THE REMOVAL OF A CANCEROUS TUMOUR OF THE INTESTINAL TRACT.)
    A REPUBLICAN, HOOVER -- AS 31ST U.S. PRESIDENT -- WAS IN OFFICE FROM 1929 TO 1933. HE CAME FROM HUMBLE BEGINNINGS, BORN OF QUAKER PARENTS IN 1874 AND ORPHANED BY THE AGE OF 10. GRADUATING AS AN ENGINEER FROM STANFORD UNIVERSITY, HE MADE A BRILLIANT CAREER IN THAT FIELD.

    DURING WORLD WAR ONE, HE WAS NAMED BY PRESIDENT WILSON AS CHAIRMAN OF THE AMERICAN RELIEF COMMITTEE, AND IN THE POSTWAR YEARS DIRECTED EUROPEAN RELIEF. THEN, UNDER TWO AMERICAN PRESIDENTS -- WARREN HARDING AND CALVIN COOLIDGE -- HE SERVED AS SECRETARY OF COMMERCE, A JOB WHICH BROUGHT HIM INTO THE REPUBLICAN PRESIDENTIAL NOMINATION IN 1928.

    THIS WAS A TIME OF GREAT PROSPERITY, BUT AROUND THE CORNER WAS THE WORST DEPRESSION EVER TO HIT THE COUNTRY. HOOVER, ELECTED PRESIDENT IN 1929, BORE THE BRUNT OF THE BLAME FOR THE WALL STREET SLUMP THAT YEAR. THOUGH RENOMINATED BY THE REPUBLICANS IN 1932, HE PROVED TO BE NO MATCH FOR THE DEMOCRATIC CANDIDATE, FRANKLIN D.ROOSEVELT AND HIS PROMISE OF A "NEW DEAL".

    AFTER ROOSEVELT'S INAUGURATION, HOOVER DROPPED OUT OF PUBLIC NOTICE UNTIL PRESIDENT TRUMAN CALLED ON HIM TO HEAD A STUDY OF GOVERNMENT EXPENDITURES AND, AFTER WORLD WAR TWO, TO CO-ORDINATE FOOD SUPPLIES IN NEARLY 40 COUNTRIES. HE PLAYED A VALUABLE PART, TOO, UNDER PRESIDENT EISENHOWER -- CARRYING OUT A SIMILAR ROLE.

    NO MAN, AFTER LEAVING THE WHITE HOUSE, HAS MATCHED HOOVER'S DEDICATION TO PUBLIC SERVICE -- NOR, AFTER SO MUCH CRITICISM, LIVED TO WIN BACK THE ESTEEM OF HIS FELLOW COUNTRYMEN.
