    WASHINGTON, D.C. - OCT. 15 -- UNITED STEELWORKERS OF AMERICA MADE NEW STRIKE-ENDING PROPOSAL TO INDUSTRY TODAY, OFFERING SIZABLE CUT IN ITS MONEY DEMANDS FOR 2-YEAR CONTRACT. NEW PROPOSAL -- 21 1/2 CENTS (twenty-one and one-half cents) AN HOUR OVER 2-YEAR PERIOD, PLUS LIMITED COST-OF-LIVING INCREASES EARLIER PROPOSAL -- CALCULATED TO COST INDUSTRY 30 (thirty cents) CENTS AN HOUR OVER SIMILAR PERIOD.....FOLLOWING NEW PROPOSAL, FIGURE CALCULATED 28 1/2 (twenty-eight and one-half cents). BOTH TOTALS DID NOT INCLUDE COST-OF-LIVING INCREASES. UNION'S NEW OFFER CIRCULATED AMONG OFFICIALS OF STRIKE-BOUND INDUSTRY TONIGHT (10/15/59) AND WILL BE ON THE TABLE WHEN THE UNION AND COMPANY TEAMS BEGIN BARGAINING 10/16/59.

    NO OFFER MADE ON CONTROVERSIAL WORK RULES PROBLEM.

    COMPANY AND UNION TEAMS AGREED TO MEET UNDER DR. GEORGE W. TAYLOR, PRESIDENT EISENHOWER'S CHIEF EMERGENCY FACT-FINDER, WHO SAID, IN EFFECT, HE FOUND INDUSTRY'S BARGAINING POSITION MORE RIGID THAN THE UNION'S. HE CALLED ON BOTH SIDES TO GIVE SOME GROUND.

    BOTH SIDE REJECTED ARBITRATION, SO TAYLOR SENT THE NEGOTIATORS BACK TO THE CONFERENCE TABLE.

    DR. TAYLOR TOLD NEWSMEN "WE ARE NOT WITHOUT HOPE" OF SETTLEMENT BEFORE MONDAY, WHEN THE REPORT, NECESSARY STEP TO GOVERNMENT PETITION FOR AN INJUNCTION THAT COULD HALT STRIKE 80 DAYS, MUST BE GIVEN THE PRESIDENT.

    UNION'S NEW PROPOSAL REPORTED TO HAVE FOUND FAVOUR AMONG SOME INDUSTRY OFFICIAL
    FACTS IN THE STEEL STRIKE
    UNION: UNITED STEELWORKERS OF AMERICA, WITH 500-THOUSAND MEMBERS IDLE IN BASIC STEEL MILLS, IRON ORE MINES, WAREHOUSES AND GREAT LAKES ORE CARRIERS. STRIKE BEGAN JULY 15 AFTER THE OLD THREE-YEAR CONTRACT HAD BEEN EXTENDED FOR TWO WEEKS AT THE REQUEST OF PRESIDENT EISENHOWER.

    COMPANIES: TWENTY-FIVE BASIC STEEL PRODUCERS, LED BY TWELVE OF THE BIGGEST COMPANIES. THE COMBINED OUTPUT OF THE STRUCK UNITS REPRESENTS 87 (eighty-seven) PER CENT OF THE COUNTRY'S STEEL-MAKING CAPACITY.

    STRIKE ISSUES: UNION IS REPORTED TO HAVE REDUCED ITS MONEY DEMAND TO 2-YEAR PACKAGE CALLING FOR TOTAL BENEFITS OF 21 1/2 CENTS AN HOUR. UNTIL NOW IT HAS ASKED FOR INCREASES OF 15 CENTS EACH YEAR IN WAGES, PENSIONS, WELFARE AND OTHER CONTRACT GAINS. UNION ALSO WANTS MODIFIED COST-OF-LIVING ESCALATOR CLAUSE, CONTENDING THAT THE INDUSTRY'S PROFITS AND PRODUCTIVITY HIGH ENOUGH TO PERMIT HIGHER WAGES WITHOUT HIGHER PRICES. ALSO SAYS THAT UPWARD TREND OF WAGES FOR MILLIONS OF WORKERS IN OTHER INDUSTRIES THIS YEAR JUSTIFIED ITS WAGE DEMAND. PRE-STRIKE WAGES AVERAGED $3.10 (three dollars 10 cents) AN HOUR.

    INDUSTRY MAINTAINS THAT ANY RISE IN TOTAL LABOR COSTS WOULD FORCE RISE IN STEEL PRICES AND AGGRAVATE INFLATION...HAS OFFERED 2-YEAR PACKAGE INCREASE IN WAGES, PENSIONS, WELFARE AND UNEMPLOYMENT BENEFITS. INDUSTRY ESTIMATES OVER-ALL COST OF ITS PROPOSAL AT 15 CENTS AN HOUR OVER 2-YEAR PERIOD. UNION PUTS VALUE AT 10.2 CENTS AN HOUR. IT HAS REJECTED PROPOSAL AS "TOTALLY UNACCEPTABLE."
    LOCAL WORK RULES: INDUSTRY DEMANDED GREATER AUTHORITY OVER WORK PRACTICES AT THE PLANT LEVEL TO END "FEATHER-BEDDING AND LOAFING." IT HAS MADE UNION AGREEMENT TO SUCH CHANGES A PRECONDITION TO ANY RISE IN PAY. UNION CONTENDS THAT THE OLD RULES CONSTITUTES NO BAR TO MAXIMUM OUTPUT AND THAT THE SOLE PURPOSE OF THE INDUSTRY DEMAND IS TO RESTORE "INDUSTRIAL DICTATORSHIP." IT HAS OFFERED TO WRITE INTO THE CONTRACT A GUARANTEE THAT WORK RULES ARE NOT INTENDED TO BLOCK PROGRESS OF TO LEAVE THE ENTIRE ISSUE TO FUTURE STUDY BY A JOINT COMMITTEE.

    FOREIGN COMPETITION: COMPANIES ASSERT THAT HIGH LABOR COSTS HAVE MADE IT HARD FOR THEM TO KEEP FROM BEING PRICED OUT OF THE MARKET BY FOREIGN STEEL PRODUCERS. THE UNION INSISTS THAT PROFIT MARGINS, NOT WAGES, ARE RESPONSIBLE FOR ANY COMPETITIVE DIFFICULTIES.
