    Nigeria's Head of State, General Yakubu Gowon, has begun an eight-day tour of Northern Nigeria.

    He arrived at Kaduna on Monday (6 Dec.) and soon after arriving revealed to newsmen that his government will soon promulgate a decree to deal with official corruption.

    General Gowon says the decree will allow the government to deal swiftly with all cases of corruption--but he cautioned that allegations must be backed by proof and evidence.

    Shortly before setting out on the tour General Gowon discussed the settlement between Rhodesia and the United Kingdom.

    He described the agreement as unacceptable and said he could not advise the African people living in Rhodesia to accept it.

    SYNOPSIS: Beginning a tour of Nigeria's northern region this week--Nigeria's Head of State General Yakubu Gowon. He's spending eight-days in the region visiting military bases, schools, training colleges and hospitals. Waiting to greet General Gowon at Kaduna was the local Governor and his wife.

    General Gowon had some strong words to say about corruption when he spoke to newsmen soon after landing. He revealed that his government will soon pass legislation allowing for the prosecution of all people known to have enriched themselves through corruption. But he warned that allegations must be backed by proof.

    General Gowon's arrival in Kaduna coincided with his widely-publicised remarks on the settlement between Rhodesia and the United Kingdom. Speaking to newsmen before bearding his 'plane for Kaduna he described the settlement as unacceptable. And, he said he could not advise the African people living in Rhodesia to accept it. General Gowon says Nigeria's Supreme Military Council will meet shortly to discuss Rhodesia--and a full statement will be issued later.

    A large crowd of children and adults lined the roadside from the airport to Kaduna and gave General Gowon an enthusiastic welcome. General Gowon returns to Lagos on Tuesday.
