    ZAMBIA AND MALAWI ARE TO DEAL WITH EACH OTHER IN THE FUTURE "IN A SPIRIT OF BROTHERLINESS AND GOOD-NEIGHBOURLINESS" ACCORDING TO A JOINT COMMUNIQUE ISSUED IN BLANTYRE YESTERDAY (SUNDAY) AT THE END OF A THREE-DAY VISIT TO MALAWI BY A ZAMBIAN DELEGATION LED BY THE FOREIGN MINISTER, MR REUBEN KAMANG. THE DELEGATION HELD TALKS WITH A MALAWI TEAM LED BY THE TRANSPORT AND COMMUNICATIONS MINISTER, MR JOHN MSONTHI, AND INCLUDING EXTERNAL AFFAIRS MINISTER, ALEC NYASULU, EDUCATION MINISTER, MR GWANDA CHAKUAMBA, AND THE PARLIAMENTARY SECRETARY TO THE PRESIDENT'S OFFICE, MR KAPYWITI BANDA.

    MR KAMANGA WAS ACCOMPANIED BY THE ZAMBIAN MINISTER FOR TRANSPORT, POWER AND COMMUNICATIONS, MR SOLOMON KALULU, AND THREE OTHER DELEGATION MEMBERS. MR KAMANGA BROUGHT WITH HIM A MESSAGE FROM PRESIDENT KAUNDA ZAMBIA FOR PRESIDENT KAMUZU BANDA OF MALAWI. LATER, PRESIDENT BAND RECEIVED MR KAMUZU AND MR KALULU. THEY DISCUSSED DIPLOMATIC RELATIONS BETWEEN THE TWO COUNTRIES, AND ZAMBIA'S FUEL PROBLEMS. MR KAMANGA SAID HE AND PRESIDENT BANDA HAD AGREED THAT THE BEST WAY FOR SOLVING AFRICA'S PROBLEMS WAS BY NEGOTIATIONS.

    THE COMMUNIQUE ISSUED YESTERDAY AFTER COMPLETION OF HE TALKS SAID THAT DIFFERENCES IN APPROACH BETWEEN MALAWI AND ZAMBIA ON THE RHODESIAN PROBLEM "MAY WELL COMPLEMENT -- RATHER THAN THWART -- ACTIONS THAT HAVE HITHERTO BEEN TAKEN TO RESOLVE THIS PROBLEM." MR KAMANGA LATER DECLINED TO DISCUSS THE QUESTION OF MALAWI OPPONENTS OF THE GOVERNMENT WHO ARE SAID TO BE LIVING IN ZAMBIA -- ONE OF THE MAIN SOURCES OF FRICTION BETWEEN THE TWO COUNTRIES.
