    FOR MANY MONTHS NOW BORDER DISAGREEMENTS HAVE ADVERSELY AFFECTED RELATIONS BETWEEN ASIA'S TWO BIGGEST NATIONS.

    LEADER OF THE INDIAN DELEGATION WAS MR. JAGAT SINGH MEHTA, WHO IS DIRECTOR OF THE NORTHERN DIVISION OF THE INDIAN EXTERNAL AFFAIRS MINISTRY.

    LEADING THE CHINESE DELEGATION WAS MR. CHAN WEN-CHING, HEAD OF THE ASIAN DIVISION OF THE CHINESE FOREIGN OFFICE.

    THE DELEGATIONS TO THESE OFFICIAL LEVEL TALKS HAD BEFORE THEM DOCUMENTS COVERING MANY ASPECTS OF THE DISPUTE. AND WHILE THE PROBLEM HAS FLARED UP IN RECENT MONTHS, THE CAUSES CAN BE FOUND BACK IN HISTORY, WHEN BORDERS WERE DRAWN MORE HAPHAZARDLY THAN THEY ARE TODAY.

    THE BURMESE GOVERNMENT WHICH ACTED AS HOST TO THE TWO DELEGATIONS HAS ITSELF HAD BORDER PROBLEMS WITH CHINA, BUT THESE HAVE NOW BEEN SETTLED, AND PERHAPS THIS SPIRIT WILL CARRY OVER INTO THE TALKS BETWEEN THE CHINESE AND INDIAN DELEGATES.
