    THE RHODESIAN PARLIAMENT REOPENED ON TUESDAY AFTER A TWO MONTH VACATION. THE FIRST NOTICE OF MOTION BY THE GOVERNMENT WAS TO EXTEND FOR A FURTHER THREE MONTHS THE STATE OF EMERGENCY IN THE SALISBURY AFRICAN TOWNSHIP OF HIGHFIELD.
    THE STATE OF EMERGENCY AT HIGHFIELD WAS FIRST DECLARED LAST AUGUST FOR THREE MONTHS. IT WAS EXTENDED LAST FOR A FURTHER THREE MONTHS. A STATE OF EMERGENCY IS ALSO IN FORCE IN HARARE, ANOTHER AFRICAN TOWNSHIP OUTSIDE SALISBURY. A TOTAL OF ABOUT 1,000 AFRICANS HAVE BEEN DETAINED IN SECURITY OPERATIONS IN THE TWO TOWNSHIPS.
    THE OPPOSITION MULTI-RACIAL RHODESIA PARTY HAD A NEW LEADER FOR THE SESSION. HE IS MR. DAVID BUTLER, A 37-YEAR-OLD OLYMPIC YACHTSMAN. HE TOOK OVER FROM SIR EDGAR WHITEHEAD LAST WEEK. THE PARTY HAD FORMERLY BEEN LED BY SIR ROY WELENSKY, WHO RETIRED LAST DECEMBER.
    MEMBERS OF PARLIAMENT ARE EXPECTED TO ASK ABOUT THE MISSION OF TWO BRITISH CABINET MINISTERS WHO ARE DUE TO ARRIVE IN SALISBURY ON FEBRUARY 21ST TO DISCUSS THE SELF-GOVERNING COLONY'S FUTURE WITH THE GOVERNMENT AND A CROSS-SECTION OF THE PEOPLE. THE MINISTERS - LORD GARDINER, THE LORD CHANCELLOR, AND MR. ARTHUR BOTTEMLEY, THE COMMONWEALTH SECRETARY - WILL STAY ABOUT TEN DAYS.
