Background: MR. CHOU EN-LAI, THE CHINESE PRIME MINISTER, MADE A ONE-DAY VISIT TO ZANZIBAR YESTERDAY (SUNDAY). THE MASSIVE WELCOME WAS DESCRIBED BY ZANZIBAR RADIO AS UNPRECEDENTED IN THE ISLAND'S HISTORY. THOUSANDS OF PEOPLE CROWDED THE AIRPORT AS HE ARRIVED BY AIR FROM DAR-ES-SALAAM, WHERE HE HAS BEEN HAVING TALK WITH PRESIDENT NYERERE OF TANZANIA. LATER, HE LASHED UNITED STATES "IMPERIALISM" WHEN HE SPOKE AT A MASS OPEN-AIR RALLY.

MR. CHOU ARRIVED IN DAR-ES-SALAAM LAST FRIDAY FOR A FOUR-DAY OFFICIAL VISIT TO TANZANIA. YESTERDAY'S VISIT TO THE SPICE ISLAND ZANZIBAR, THE OTHER HALF OF THE TANZANIA UNION, WAS ONE OF THE HIGHLIGHTS OF HIS ITINERARY.

CAMERAMEN WERE KEPT WELL AWAY AS HE WATCHED A MARCH-PAST BY TANZANIA TROOPS. TROOPS MARCHED IN GOOSE-STEP FASHION, AND SOME OF THE WOMEN WORE CUBAN-STYLE MILITIA UNIFORMS.

MR. CHOU SAID THAT IN ZANZIBAR HE WAS "LIVING AMID THE JOYS OF REVOLUTIONARY FRIENDSHIP." HE DESCRIBED THE REVOLUTION, WHICH OVERTHREW THE ISLAND'S SULTAN IN JANUARY LAST YEAR, AS A MARVELLOUS ACHIEVEMENT.

FROM THE AIRPORT, MR. CHOU DROVE INTO THE CAPITAL TO ATTEND A MASS RALLY IN ZANZIBAR STADIUM. IN A SPEECH, HE ATTACKED AMERICAN "IMPERIALISM" FOR THE SECOND TIME IN TWO DAYS. HE SAID IT WAS "THE ROOT CAUSE OF ALL EVILS AND THE COMMON ENEMY OF THE PEOPLE IN ASIA, AFRICA AND THE WHOLE WORLD."
THE SPEECH, MADE UNDER A BLAZING SUN, ENDED WITH A CALL FOR WORLD PEACE. HE RETURNED TO DAR-ES-SALAAM IN THE EVENING, AND THIS MORNING WENT SIGHT-SEEING.

(THE KENYA GOVERNMENT LAST NIGHT ISSUED A SHARP RETORT TO MR. CHOU'S PRAISE OF REVOLUTION IS AFRICA. IT SAID KENYA "INTENDS TO AVERT ALL REVOLUTIONS, IRRESPECTIVE OF THEIR ORIGINS").
