    THE THIRD AFRICAN REGIONAL CONFERENCE OF THE INTERNATIONAL LABOUR ORGANISATION OPENED THIS WEEK IN THE GHANAIAN CAPITAL OF ACCRA, WITH 150 DELEGATES ATTENDING FROM 37 AFRICAN COUNTRIES. THE OPENING CEREMONY TOOK PLACE IN THE STATE HOUSE CONFERENCE HALL.

    THE 12-DAY CONFERENCE WAS LAUNCHED BY THE ACTING CHAIRMAN OF THE PRESIDENTIAL COMMISSION, MR. HARLLEY.

    HE TOLD THE DELEGATES THE INTERNATIONAL LABOUR ORGANISATION HAD A MAJOR ROLE TO PLAY IN SERVING THE URGENT NEEDS OF DEVELOPING COUNTRIES -- PARTICULARLY IN AFRICA.

    HE SAID AFRICA WOULD CONTINUE TO MAKE FERVENT APPEALS TO THE DEVELOPED NATIONS TO REDUCE THEIR ENORMOUS EXPENDITURES ON ARMAMENTS AND DEVOTE THE HUGE AMOUNTS WHICH WOULD BE SAVED TO ASSISTING THE POOR COUNTRIES.

    THE CHAIRMAN OF THE GOVERNING BODY OF THE INTERNATIONAL LABOUR OFFICE, MR. HECTOR ESPIELL, ALSO ADDRESSED THE CONFERENCE.

    THE DELEGATES ELECTED GHANA'S MINISTER OF LABOUR AND SOCIAL WELFARE, MR. JATOE KALEO, AS PRESIDENT. HE APPEALED TO THE MEMBERS FOR THEIR CO-OPERATION IN ENSURING THE SUCCESS OF THE CONFERENCE.
