The 21st Congress of the USSR Communist Party has been in session since Jan 27 - the day of Premier Krushchev's marathon speech. The Soviet people have been promised a tax-free Utopia, with shorter hours and a peaceful economic victory over the West. Every family would have a flat and there would be peaceful co-existence.
These promises would be achieved under the new seven-year plan which is now beginning. Premier Krushchev told the congress that Russia had stated production of I.C.B.M. and could send rockets to any part of the globe "without a miss"
With regard to the USA, he said "there are no grounds for conflict between our peoples" though relations would remain abnormal for a long time.
