    A conference of Foreign Ministers of ten Central African States opened in Libreville, Gabon, on sunday (16 November) to discuss the Angola situation and its effects on the region.
    The conference was opened by Gabon's President Bongo who declared that Central Africa could not remain indifferent to a worsening crisis in a brother country.
    He told the Foreign Ministers that they should try to work out a plan of action which would lead to a solution of the many problems facing Angola.
    President Bongo said that stability in Central Africa in particular and in Africa in general depended a great deal on whether there was peace in Angola.
    One day earlier, President Bongo issued a joint declaration with President Mobuto Sese Seko of Zaire that an extraordinary session of OAU Heads of State should be urgently called on Angola.
    He appealed to the three rival liberation movements fighting in Angola to end "their division and fratricidal war which dangerously threatens cohesion within the OAU".
