Background: DEMANDS FROM BRITAIN'S LABOUR PARTY CONFERENCE FOR TOUGHER SANCTIONS AGAINST RHODESIA WERE GIVEN STRONG BACKING TODAY (TUESDAY) BY THE 4,000 DELEGATES.

THE CALL FOR INCREASED SANCTIONS WAS VOICED BY MISS JOAN LESTOR M.P. ON BEHALF OF THE PARTY'S NATIONAL EXECUTIVE. MISS LESTOR ALSO CALLED FOR AN END TO THE SUPPLY OF ARMS TO NIGERIA.

DELEGATES APPLAUDED LOUDLY AS MISS LESTOR URGED THE BRITISH GOVERNMENT TO GO FOR AIRLINE AND COMMUNICATIONS SANCTIONS TO RHODESIA, AND POSSIBLY EVEN TO RESTRICT IMMIGRATION TO THE COUNTRY. MISS LESTOR SAID THE GOVERNMENT MUST TAKE INCREASINGLY STRONG MEASURES TO ISOLATE THE SMITH REGIME.

ON NIGERIA, MISS LESTOR ARGUED THAT BRITAIN'S INFLUENCE IN LAGOS WOULD NOT BE WEAKENED IF ARMS SUPPLIES WERE HALTED. CONTINUED SUPPLIES OF ARMS WEAKENED BRITAIN'S POSITION AS MEDIATOR RATHER THAN STRENGTHENING IT, SHE SAID.

TODAY SAW SEVERAL FOREIGN OBSERVERS AT THE CONFERENCE:- THESE INCLUDED JAPANESE AMBASSADOR MORIO YUKAWA, MR T.MASHOLGU, COUNSELLOR FROM THE LESOTHO HIGH COMMISSION, MR SAMULE LIBOCK, FIRST SECRETARY AT THE CAMEROON EMBASSY, MR. G.N.M'TEGHA OF THE MALAWI HIGH COMMISSION, MR BRUCE MIDDLETON OF THE NEW ZEALAND HIGH COMMISSION AND MR AHMED HASSAH EL FEKI, AMBASSADOR FOR THE U.A.R.

MR EL FEKI LATER GAVE A PRESS CONFERENCE AT THE METROPOLE HOTEL, WHICH HE MADE A LONG STATEMENT POINTING OUT THAT THE BRITISH PEOPLE HAD NOT IMPLEMENTED THE SECURITY COUNCIL RESOLUTION OF NOVEMBER 22ND, 1967 CALLING FOR ALL PARTIES INVOLVED IN THE SIX-DAY WAR TO RESUME TERRITORIES OCCUPIED IMMEDIATELY BEFORE THE CONFLICT.

AS A PERMANENT MEMBER OF THE SECURITY COUNCIL, HE CONTINUED, BRITAIN SHOULD ADOPT SIMILAR HARD-LINE TACTICS TOWARDS ISRAEL AS THOSE ADOPTED RECENTLY BY FRANCE, ANOTHER PERMANENT MEMBER OF THE SECURITY COUNCIL.
