    INTRODUCTION: In Lebanon, Arab peacekeeping forces were involved in heavy fighting with hard-line Palestinian guerrillas on Thursday and Friday last week (10 and 11 February), with concentrated mortar fire sending civilians racing for cover in Beirut. Clashes were also reported from villages in southern Lebanon on Saturday (12 February) -- coinciding with an Arab Truce supervisory Committee meeting in Beirut.

    SYNOPSIS: The Committee met at the Babdaa Palace under the chairmanship of Lebanese President Elias Sarkis. Four countries are represented -- Syria, Egypt, Saudi Arabia and Kuwait and their function is to help implement the ceasefire in the Lebanese civil war. The Saudi Arabian representative, General Ali Al-Chaer, spoke to newsmen after the meeting and later a statement was issued on the committee's decisions.

    Despite the superficial normality of day to day life in Beirut the "Committee of Four" warned of the possibility of disastrous consequences if the various warring factions in Lebanon continued to have access to heavy armaments. With this is mind the committee has ordered the Arab League Peacekeeping forces to seek out and raid hidden stores of heavy arms.

    The statement also said that the committee had reached agreement on its interpretation of a 1969 Cairo accord and other treaties regulating the presence of Palestinian commandos in Lebanon. No definitive text of these accords, between Lebanon and the Palestine Liberation Organisation, has over been published and they have been the subject of widely differing interpretations. The "Committee of Four" has also refrained, as yet, from making its view on the subject public.
