    President Seyni Kountche of Niger attended ceremonies in the centre of the capital, Niamey, on Tuesday (3 August) to celebrate the sixteenth anniversary of Niger's independence.

    SYNOPSIS: The main ceremony took place in the Place Poudriere, and it was attended by members of the Government, top military officials and diplomatic representatives. In his traditional message to the nation, which had been released the previous evening, President Kountche announced that 87.5 billion Central African Frances (GBP19,863,181 sterling) are to be devoted to a three year development plan for Niger.

    A third of the money will be invested in agricultural production while the rest will be divided between public works, water installations, the development of human resources, and aid to industry.

    This year's independence anniversary ceremonies were kept simple because the Niger Government has been following a programme of austerity as the country is facing enormous problems in food production. The Secretary of State for the Rural Economy, Mr. Brah Rahman, officially announced the opening of "Tree Week" during the ceremony.

    The ceremony concluded with the President and several other high officials planting young tees in the square. In his anniversary message, President Kountche had denounced the way in which some of the country's administration worked. He also criticised absenteeism, and those officials who were too interested in their own affairs. He urged the women of Niger to integrate themselves fully within the economy, and said integration would be accelerated over the next few years.
