    THE SOVIET UNION AND NIGERIA THIS WEEK IN LAGOS SIGNED A MAJOR, LONG-TERM AGREEMENT ON TECHNICAL AND ECONOMIC CO-OPERATION. A 50 MILLIONS STERLING IRON AND STEEL COMPLEX, THE TRAINING OF NATIONAL CADRES AND THE EXPLOITATION OF NIGERIA'S MINERAL WEALTH ARE AMONG THE FIRST MAJOR PROJECT ENVISAGED UNDER THE AGREEMENT.

    THE SOVIET DELEGATION ASSEMBLED AT THE RESIDENCE OF THE NIGERIAN HEAD OF STATE, MAJOR-GENERAL YAKUBU GOWON. THE 12-MAN SOVIET GROUP ARRIVED IN NIGERIA ALMOST TWO WEEKS AGO, AND HAVE SINCE BEEN MEETING LOCAL BUSINESS AND CIVIC LEADERS.

    THE LEADERS OF THE SOVIET DELEGATION, MR. A.I. ALIKHANOV, LATER SIGNED THE CO-OPERATION AGREEMENT ON BEHALF OF HIS COUNTRY, AND ALHAJI YAHAYA GUSAU, THE NIGERIAN FEDERAL COMMISSIONER FOR ECONOMIC DEVELOPMENT, SIGNED ON BEHALF OF HIS.

    NIGERIAN OFFICIALS LATER EMPHASISED THAT THE AGREEMENT CARRIES NO POLITICAL UNDERTONES. ALHAJI GUASAU SAID IN HIS SPEECH: "I CANNOT END MY REMARKS WITHOUT USING THIS OCCASION TO STATE PUBLICLY THAT THE DETERMINATION OF THE POLITICAL AND ECONOMIC FUTURE OF NIGERIA IS THE EXCLUSIVE PREROGATIVE OF THE PEOPLE OF THIS COUNTRY."
    ALHAJI GUSAU SAID THE MAIN PURPOSE OF THE AGREEMENT WAS TO CEMENT "THE BASIS FOR THE GROWING ECONOMIC AND TRADE RELATIONS BETWEEN NIGERIA AND THE SOVIET UNION".
