    IN HIS INAUGURAL ADDRESS AS CHANCELLOR OF THE UNIVERSITY OF ZAMBIA, PRESIDENT KAUNDA SAID IN LUSAKA ON WEDNESDAY THAT ZAMBIA WOULD LEAVE THE COMMONWEALTH RATHER THAN GIVE UP ITS PRINCIPLES OVER THE RHODESIAN REBELLION. DISTINGUISHED GUESTS, SUCH AS PRESIDENT NYERERE OF TANZANIA, AND GOWNED REPRESENTATIVES OF UNIVERSITIES FROM ALL OVER THE WORLD ATTENDED THE INSTALLATION CEREMONY.

    THE INSTALLATION CEREMONY INCLUDED THE HANDING OF SCROLLS TO PRESIDENT KAUNDA BY WORLD UNIVERSITY REPRESENTATIVES. IN HIS ADDRESS, THE NEW UNIVERSITY CHANCELLOR STRONGLY OBJECTED TO WHAT HE CALLED BRITISH MANOEUVRES OVER THE DATE OF THE COMMONWEALTH PRIME MINISTERS' CONFERENCE, WHICH WILL DISCUSS THE RHODESIAN ISSUE.

    PRESIDENT KAUNDA SAID: "WHILE THE BRITISH GOVERNMENT MAY HAVE THE ABILITY TO ORGANISE THE CALLING OF THE COMMONWEALTH CONFERENCE IN SEPTEMBER INSTEAD OF JULY -- WHEN, IN FACT, THE PRESSING PROBLEM CALLS FOR IT -- THEY HAVE NO ABILITY TO ORGANISE ME TO REMAIN WITHIN THAT ORGANISATION." HE SAID HE HAD WORKED FOR ZAMBIA TO REMAIN IN A COMMONWEALTH "IN WHICH THERE WAS SINCERITY -- NOT CLEVERNESS OF ORGANISATION."
    PRESIDENT KAUNDA ALSO CRITICISED BRITAIN'S LOW EXPENDITURE ON EDUCATION IN ZAMBIA DURING COLONIAL RULE. HE SAID THAT BUT FOR THE DEDICATED MISSIONARIES AND THOSE WHO HAD COME TO FOUND THE UNIVERSITY OF ZAMBIA, "THIS COUNTRY WOULD HAVE BEEN WRITTEN OFF AS AN EDUCTION DESERT." THE PRESIDENT WAS TO FOLLOW UP HIS CRITICISM OF BRITAIN THE FOLLOWING DAY BY RETIRING 15 WHITE SECURITY OFFICERS AND ORDERING A RESHUFFLE IN THE HIGHER RANKS OF THE CIVIL SERVICE, WHICH INCLUDES A NUMBER OF BRITONS.
