    Delegates of eighteen European countries together with representatives from the United States and Canada gathered in Paris, Dec 14, for the formal signing of the charter of the new Organization for Economic Cooperation and Development. This organization will replace the old Organization of European Economic Development, which did not include the two North American countries.

    The signing took place in the Salle de l'Horloge at the Quai d'Orsay in which the OEEC was instituted 12 years ago. The OECD in including Canada and the United States gives the first economic tie between Europe and North America
    As chairman of the OEEC Britain's Selwyn LLoyd spoke of the milestones that organization had passed on the road to European recovery. Among the speakers from member countries was French Foreign Minister Couve de Murville who spoke warmly of the reconstituted organization.
