    Background: American Secretary of State Cyrus Vance has arrived in Jerusalem for the Middle East peace talks, opening on Thursday (17 January) after a 24-hour delay. They will also be attended by Egyptian Foreign Minister Mohammed Ibrahim Kamel and his Israeli counterpart Moshe Dayan. The Ministers will be attending a meeting of the Political Committee set up after the Ismailia summit between Israeli Prime Minister Menachem Begin and Egyptian President Anwar Sadat in December. My. Dayan was at Ben Gurion airport to welcome Mr. Kamel when he flew into Tel Aviv on Sunday (15 January).

    SYNOPSIS: Mr. Kamel spoke about his hopes for the meeting.

    Mr. Kamel warned that there could be no peace for as long as the Israelis remained on occupied territory.

    At the Jerusalem Hilton, Mr. Kamel and Mr. Dayan, together with their delegations, met for lunch to discuss the peace talks.

    The talks had been postponed after a last minute row about the agenda. The future of Palestinian Arabs, a key issue in the talks, was at the root of the row. How the dispute was settled was not disclosed. According to American officials, Mr. Vance was carrying proposals to bridge the differences between the two countries.
