    HEADS OF STATE OF TEN AFRICAN NATIONS AND SPECIAL REPRESENTATIVES OF TWO OTHERS BEGAN DISCUSSIONS ON THEIR LINKS WITH THE EUROPEAN COMMON MARKET WHEN THE FOURTH SUMMIT OF THE AFRO-MALAGASY COMMON ORGANISATION (OCAM) OPENED IN KINSHASA, CONGO-KINSHASA, ON MONDAY (27 JANUARY). THE THREE-DAY CONFERENCE, OPENED BY PRESIDENT HAMANI DIORI, OF NIGER, WHO IS HEAD OF OCAM, ALSO WAS DUE TO DISCUSS INTER-AFRICAN CULTURAL CO-OPERATION AND RELATIONS WITH INTERNATIONAL ORGANISATIONS.

    PRESIDENT JOSEPH MOBUTU, OF CONGO-KINSHASA, AS THE HOST, WELCOMED THE DELEGATES TO THE CONFERENCE. HE MADE SPECIAL REFERENCE TO THE MEDIATION WORK OF PRESIDENT DIORI AND GABON'S PRESIDENT ALBERT BONGO IN TRYING TO SMOOTH OVER DISAGREEMENTS BETWEEN AFRICAN NATIONS WITHIN THE FRAMEWORK OF OCAM. CONGO-BRAZZAVILLE AND THE CENTRAL AFRICAN REPUBLIC. THE ONLY MEMBERS OF THE 14-NATION FRENCH SPEAKING ORGANISATION NOT REPRESENTED AT THE CONFERENCE, BOTH HAVE BEEN SUFFERING STRAINED RELATIONS WITH CONGO-KINSHASA.

    PRESIDENT MOBUTU SAID IT WAS ENCOURAGING AND SATISFYING THAT WHEN DIFFICULTIES AROSE, MEMBER NATIONS WERE NOT CONTENT TO JUST SIT BACK WITH ARMS FOLDED IN DISGUST OR INDIFFERENCE. HE SPOKE OF THE CONFLICT BETWEEN CONGO REPUBLIC AND RWANDA WHICH HAD NOW BECOME A PART OF HISTORY.

    THE SENIOR HEAD OF STATE AT THE SUMMIT, PRESIDENT FELIX HOUPHOUET-BOIGNY, OF IVORY COAST, IN RESPONDING TO PRESIDENT MOBUTU'S WELCOME, POINTED TO A CONGO LIVING IN PEACE AND STABILITY NOW ABLE TO PROMOTE INTERNAL DEVELOPMENT AND PLAY A NATURAL PART IN THE COHESION OF AFRICAN NATIONS.

    HE PROPOSED THAT PRESIDENT DIORI BE PRESIDENT OF OCAM FOR HIS THIRD TERM.

    OTHER LEADERS AT THE SUMMIT WERE PRESIDENT SEDAR SENGHOR, OF SENEGAL, PRESIDENT ETIENNE EYADEMA, OF TOGO, PRESIDENT EMILE ZINSOU, OF DAHOMEY, PRESIDENT SANGOULE LAMIZANA, OF UPPER VOLTA, PRESIDENT PHILIBERT TSIRANANA, OF MALAGASY REPUBLIC, AND PRESIDENT FRANCOIS TOMBALBAYE, OF CHAD.
