HIGHLIGHT OF HIS STAY IN THE CAPITAL OF THE CHINESE PEOPLE'S REPUBLIC WAS AN EXCLUSIVE THREE-HOUR INTERVIEW WITH MARSHAL CHEN YI, THE CHINESE FOREIGN MINISTER, ON OCT. 5.

    THE INTERVIEW TOOK PLACE IN A PAVILION IN THE STATE COUNCIL (GOVERNMENT) OFFICES. DURING THE INFORMAL MEETING THE MARSHAL DWELT AT LENGTH ON RELATIONS BETWEEN CHINA AND THE UNITED STATES.

    MR. COLE SAID HIS TRAVELS THROUGHOUT THE WORLD HAD CONVINCED HIM OF THE DEEP-ROOTED FEAR AND APPREHENSION ABOUT CHINA, PARTICULARLY WHEN SHE POSSESSED ATOMIC BOMBS.

    THE MARSHAL SAID HE WAS AWARE OF THE FEAR IN THE WEST, PARTICULARLY IN THE UNITED STATES, ABOUT WHAT WOULD HAPPEN WHEN CHINA POSSESSED ATOMIC BOMBS - WHICH WAS ONLY A QUESTION OF TIME. HE SAID THERE WOULD BE LESS CHANCE OF WAR THEN BECAUSE THE DANGER TODAY WAS THAT SUCH BOMBS WERE IN THE HANDS OF ONLY A FEW POWERS.

    MR. COLE ASKED MARSHAL CHEN YI IF A ME SAW ANY ADVANTAGE AT PRESENT, OR IN THE NEAR FUTURE, OF A SINO-AMERICAN SUMMIT MEETING. MARSHAL CHEN YI REPLIED THAT CHINA IS WILLING TO HAVE DISCUSSIONS WITH THE UNITED STATES AT FOREIGN MINISTERS LEVEL AS A STEP TOWARDS EASING TENSION BETWEEN THE TWO COUNTRIES, BUT HE SAID THE INITIATIVE FOR ANY TALKS MUST COME FROM THE UNITED STATES.

    ASKED FOR DETAILS OF "CHINA'S PRESENT AGRICULTURAL AND INDUSTRIAL DIFFICULTIES", MARSHAL CHEN YI SAID THAT REDUCED AGRICULTURAL PRODUCTION DUE TO NATURAL CALAMITIES - DROUGHT, FLOODS, TYPHOONS AND INSECT PESTS - THE PAST THREE YEARS HAD CAUSED THE LIVING STANDARDS OF THE CHINESE PEOPLE TO BE A "LITTLE TIGHT COMPARED WITH 1958" WHEN MR. COLE LAST VISITED CHINA AND WHEN THE COUNTRY'S "GREAT LEAP FORWARD" WAS UNDER WAY.

    OTHER SUBJECTS DISCUSSED DURING THE MEETING INCLUDED LAOS, CHINA'S CONCERN OVER AMERICAN BASES IN THE PACIFIC, AMERICAN SUPPORT FOR GENERAL PEOPLE'S REPUBLIC IN THE UNITED NATIONS.
